3月8日,济南市首批“数智员工”上线发布正式召开,上线首批“数智员工”和人工智能应用场景。
On March 8, Jinan officially launched its first batch of "Digital-Intelligent Employees" and unveiled corresponding AI application scenarios at a release ceremony.

济南市持续推进人工智能与数字政府深度融合,率先构建了“1+3+N”数智员工体系,政务大模型底座增设DeepSeek全性能版为核心支撑,形成基础模型服务、数智员工智能体、一体化管理平台三大能力矩阵,目前打造了覆盖行政审批、社会保障、公共安全、公共资源交易等9个领域110个人工智能场景应用。
The city has advanced the deep integration of AI and digital governance, pioneering a "1+3+N" Digital-Intelligent Employee system. The government service model now incorporates DeepSeek’s full-performance version as its core, establishing three capability matrices: foundational model services, intelligent Digital-Intelligent Employees, and an integrated management platform. Currently, 110 AI scenarios have been developed across nine fields, including administrative approvals, social security, public safety, and public resource transactions.
据了解,2025年,济南市将在此基础上分两批继续上线“数智员工”,搭建200个人工智能应用场景。
By 2025, Jinan plans to roll out additional Digital-Intelligent Employees in two batches, expanding to 200 AI application scenarios.

济南市大数据副局长局王越表示,人工智能包含有三大要素,一是算力方面,目前济南市的算力资源处于全国第一梯队,二是一个是算法大模型方面,济南市在全省比较早的上线了DeepSeek技术大模型,三是在数据方面,济南市不断的去提升数据质量,保证有足够的数据去进行人工智能计算。
